It could be that the d-pad traces on the circuit board have worn down over time and now the conductive material on the membrane isn’t able to make a good connection. You could try and check the traces with the continuity setting on a multimeter if you have one. Maybe very carefully going over the traces with conductive paint could help?, but I have never done that for a d-pad before and don’t know if it would work well or hold up over time.
Because pitbulls can be raised in a loving environment with great humans and you can do everything right and the pitbull can still be set off or triggered by something many years into its peaceful life and suddenly start attacking people. They can have a moment where they simply snap, and given their strength and determination, that’s dangerous and horrifying.
You can’t just dictate what you believe roads should be for and think everyone should agree with it as fact. Roads are for a lot of things, and even in this guy’s narrow definition, people are goods, in fact they are the most important and valuable goods on the roads.

Sure, I could refuse to go to college and get a degree, but the reality is that if someone doesn’t participate in higher education, or own a smartphone, or avoids any newer car that spies on you (at least in most of the US), being part of society and life in general is more difficult.
If they’re going to do it, do it for the police too. No masks, no helmets, no hats, no sunglasses, no face shields, no gas masks. Name and badge number prominently displayed.
