Absolutely. This is why when you are microwaving a cup of water to boil it, microwaves will usually recommend having a spoon in the glass of water. It will prevent explosive boiling but also won’t be an issue as there’s no other metal to arc to.
However the meme does specifically say spoons in plural, so there would be other pieces of metal for it to arc to
