Imagine how things could have gone if we’d done the expensive part of drug policy (rehab, healthcare and mental health services, housing) instead of or in addition to the cheap part (not prosecuting use).
We really have the worst governments: either progressive or authoritarian, but only when it’s cheap to be so.
