FunkPhenomenon, that’s rather realistic - even if they were to design and construct floating piers (as was done for the D-day prep in the 1940s), it would take several months to build - if they started today. the unfortunate reality is that not only are they not starting today, it will take several weeks (or more) of political wrangling to get funding for a project list this, then a bid process has to occur. once a contractor is chosen the process starts.
there may be a port constructed but it will far, far too late to help anyone (except perhaps Israel, who will have already expanded to that area).
